(CTTC) Initiate subscriptions to IP/Optical SDN Ctrls to get recommendations from SBI/Telemetry

Description

Instead of creating subscription from E2E Orch to IP SDN Ctrl NBI, the subscription should be created by SBI/Telemetry components. Consider passing the recommendations through the monitoring-analytics-automation-policy framework.

Consider moving to Flask-SocketIO
