(CTTC) Implement Telemetry Backend Collector Emulated

Description

Implement Telemetry Backend Collector Emulated reusing code from the Device component. Most code from Device Emulated can be directly copied.

Demo or definition of done

The new monitoring components can be tested using emulated data.
