[UBI] New P4 Service handler to support end-to-end services with In-band Network Telemetry

Description

A new P4 Service handler for setting In-band Network Telemetry (INT) rules atop a target P4 dataplane, based on ONF's SD-Fabric p4 implementation.

Demo or definition of done

A new P4 service handler under src/service/service_handlers which will be automatically provisioning INT rules across P4 switches through the SBI.
