Resolves Issue #65 HAS 4 

Change to introduction to remove idea of products with a primary purpose of being a Network Management System and replaced it with suggested wording: "This document is a European harmonised standard that defines cybersecurity requirements for network management systems."  It seems likely that entire introduction and above sections will be revised/removed as they are ETSI boilerplate and contain drafting instructions.
