Promotion of triggers and isTriggeredBy ?

OPs s4wear:triggers and s4wear:isTriggeredBy could be useful for other extensions and could be promoted to SAREF Core.

We may temporarily close this issue since I noticed that the new version of SAREF core does not contain such concepts. There is anyway the original issue in the SAREF Portal project.

Another point is: functions are logical grouping of commands. We shouldn't trigger a function. Instead, we may trigger the execution of a command.
