Comments in SAREF4CITY and SAREF4AGRI

In SAREF4CITY several OPs do not have a meaningful comment. A dummy one was added to pass the tests from the SAREF Pipeline.

In SAREF4AGRI the following entities have two comments. Sometimes a comment is just a copy paste of the label. geo:Point, saref:Property, saref:UnitOfMEasure, s4agri:Deployment, s4agri:hasDeploymentPeriod, s4agri:isDeployedAtSpace.
