Implement Product Specification Characteristics' listing

Create a new tab in the Produce Specification create/update view:

• Product Specification Characteristics (following the same concept of Service Specification Characteristics listing)

The view needs to:

• list
• filter
• create/update characteristics
• check if new properties (different in Product Specification Characteristics) need to appear
