PM628: Investigate why MeasurementCollectionJob Execution State not properly saved in the DB

Measurement Collection Job execution state was not properly saved in the db. This issue was created to investigate the problem.

After investigation, it was found that the problem was in the model (see related issue below).

In this issue, the merged changes are the tests used to investigate the problem.
