Optimize the process of Service updates with LCM optimized characteristics

Services with many supporting resources are triggering service updates very often as the resources' characteristics change. This process can be optimized, so as to prevent transaction locks, and LCM rules retriggerings.

The process of LCM Characteristics can be optimized by adding a LCM_CHARACTERISTICS characteristic in a service design and add there comma separated names of characteristics that are used in LCM rules

The _ LCM_CHARACTERISTICS_ characteristic's values (noted "interesting" for LCM rule triggering by the user) were not properly parsed and compared with the list of the service characteristics changed
