Update ServiceSpecificationRepoService to Send the Available Primitives through the Service Specifications

We need to change the ServiceSpecificationRepoService and update specFromNSDID to inject the available primitives on the Service Specifications. The primitives will then be able to be listed on the Service Specification Characteristics on the Services Portal.
