Evaluate the target service state after a failed GController orchestration

When a request towards a Generic Controller fails, it puts the respective service in the TERMINATED state. Sequentially, this moves the Service Order to the COMPLETED state.

Ideally, we want to differentiate with the actual TERMINATED state, maybe using INACTIVE which would turn the Service Order to FAILED.
