docs(external-specs): vendor the remaining specs OEG and FM implement 

Add pinned snapshots, each with a VERSION.md manifest (ADR-0026):
- CAMARA Quality on Demand 1.1.0 (QualityOnDemand r3.2, 9cb179f)
- CAMARA Traffic Influence 0.10.0 (TrafficInfluence r1.3, cb5502f;
  CRLF normalized to LF as OEG ships it)
- CAMARA Device Location Retrieval 0.5.0 (DeviceLocation r3.2, bc17cee)
- GSMA OPG.04 v6.0 EWBI Federation API 1.4.0: base artifact, FM overlay
  and rendered OOP profile (federation-manager 022d21d)

Files are copied from OEG 68ff79a and FM docs/ and verified against
upstream blobs. The three new CAMARA specs pin commonalities 0.6
versus EAM's 0.8.0; the index records the gap (ADR-0015).

Also add a .gitignore for local AI-tool and editor directories.

The spec is self-contained (no external `$ref`s). `location-verification.yaml`,

`geofencing-subscriptions.yaml` and `Test_definitions/` from the same release were intentionally

not vendored here — OEG does not implement them.



## Relevant finding



The pinned `x-camara-commonalities` is `0.6`, older than the `0.8.0` of the vendored EAM snapshot

whose common files ADR-0015 citations track. Error and versioning rules that differ between the

two Commonalities releases are not reconciled here.



**URL pin.** The vendored OpenAPI `servers` entry uses path segment `v0.5`; OEG serves

`/location-retrieval/v0.5/...` ([OEG contract §1](/oeg/interface-contract.md#1-api-surfaces-and-errors)).
