Fixes in vendor specific functionalities

Add the following functionalities: a) read supported features properly b) be able to add vendor-specific fields at all positions of the ServiceAPIDescription body c) be able to discover vendor-specific fields at all positions of the ServiceAPIDescription body

Created python file in Publish and Discover services, including all corresponding functions for vendor extensibility.
