Create ccfId on deployment (Helper component)

Description

ccfId is a unique identifier assigned to each OpenCAPIF deployment. This must be uuid and we need to create on deployment, insert it on DB.

Read by other services will be perform by reading DB. Maybe we can add some API to get from outside, but first step only read by DB.

Demo or definition of done

Check the ccfId is unique between deployments.
