missing content in 10.2.4.5

Clause 10.2.4.5 is not void anymore but contains only a note. Should not it also contain some description like the following before the note? "Where ICT is, or includes, a non-web document, the non-web document shall satisfy the WCAG 2.2 Success Criterion 2.4.5 Multiple Ways"
