Genuine editorial errors in EN 301 549 v20

The unusual title of this issue is due to the fact that identified errors in v20 have been based on the "clean" version of the EN. As identified in Issue 676, the clean version is not showing a correct picture of what is in v20.

There appears to be an internal coding error in v20 that has treated some inserted text as deleted text and hence deleted it when "Accept all changes" is applied to the document! This internal bug may also explain the bizzare page-number inflation in the Table of Contents.

The serious flaws have generated spurious error-reports of omissions from the document such as in Issue #658 (closed).
