7.1.1 Note 1 includes the text "Colour can be used for speaker identification."

This is true, however it is also used in some places to signal other semantics than speaker. For example, in France colours are used to signal music or emotion (from recollection 9 colours are used, for a variety of things)

Propose to change this text to: "Colour can be used to express meaning, such as speaker identification, emotion or tone, or that the text represents music."
