Add Keyboard Input Precondition to Clause 11.2.4.11 and Corresponding Annex A.2 Entry

REFERENCE: Clause 11.2.4.11 and Annex A.2, Table Entry

As with Clause 11.2.4.7, WCAG 2.2 Success Criterion 2.4.11 Focus Not Obscured (Minimum) applies specifically to user interface elements that receive keyboard focus. To ensure correct scoping, the clause should include a precondition specifying keyboard input capability.

The corresponding entry in Annex A.2 should also reflect this precondition for consistency and clarity.

PROPOSED CHANGE

Revise the first sentence of Clause 11.2.4.11 to read:

Where ICT is, or includes, non-web software that provides a user interface, and that provides a keyboard or accepts input from a keyboard or keyboard interface, the software shall satisfy the WCAG 2.2 Success Criterion 2.4.11 Focus not obscured (minimum).
