Replace Note 2 in Clause 11.1.4.4 to Align with Platform Capabilities and WCAG2ICT Guidance

The current Note 2 in EN 301 549 implies that all mobile applications must independently support 200% text scaling. This requirement is not practical, as not all mobile operating systems support such scaling at the platform level. Applications should be allowed to rely on the platform's native text scaling capabilities, provided the application properly supports and responds to those settings.

PROPOSED CHANGE

Replace the current Note 2 in Clause 11.1.4.4 with the following note from WCAG2ICT:

“NOTE 2: For non-web software, there may be cases where the platform does not scale all text up to 200%. In such cases, authors are encouraged to meet user needs by scaling text to the extent supported by user settings in the platform.”

The note in WCAG2ICT more accurately reflects the range of platform capabilities and encourages conformance to the extent feasible and so this change will ensure realistic expectations for mobile and software platforms while aligning with established WCAG2ICT guidance.
