Consider dated URIs for W3C WAI documents, including WCAG and WCAG2ICT

The Accessibility Guidelines Working Group is discussing a more agile approach towards updating WCAG 2. It would be worth considering dated URIs for WCAG as well as for WCAG2ICT. For example, have https://www.w3.org/TR/2024/REC-WCAG22-20241212/ instead of https://www.w3.org/TR/wcag22/

This would allow for a more reliable reference to the desired WCAG and/or WCAG2ICT version.
