Potential confusion between heading and text that follows (subclause 13.1.3)

REFERENCE: Subclause 13.1.3, Sign relay services, first sentence

The modification of one instance of “sign relay service” to “video relay service” is potentially confusing. The clause heading is “Sign relay service” but the first instance of “sign relay service” was changed to “video relay service,” whereas the next usage of “sign relay service” was left as is. The note already explains that “sign relay service” is also referred to as “video relay service”. There is no need to interchange the two names in the requirement’s language.
