Fixing 8.1.1 generic possitioning and coverage

Currently 8 is organized as follows

8. Hardware
8.1 General has
– 1 requirement on Standard connections,
– 1 requirement on Colour
– and the 8.1.1 Generic note that applies to everyhing in 8
8.2 Hardware Products with Speech Output (2 provisions with speech out)
8.3 Stationary ICT (6 requirements and an 8.3.0 General for that section )
8.4 Mechanically Operated Parts (5 requirements)
8.5 Tactile indication of Speech Mode (a single requirement itself)

I think this organization has a couple problems

  1. All of the 8.x items are either provisions themselves (8.5) or groupings of provisions that are similar. However, 8.1 is neither. 8.1 is a grouping of 2 unrelated provisions along with a note intended to apply to all of 8

  2. 8.1 is labeled General but is unlike any other General in EN 301 549. First - it does not have general comments as part of it like every other use of General in EN 301 549. Here it is used to group (unrelated) requirements. As such it has children (and nowhwere else in EN 301 549 do we have any children under a General provision. They only contain general comments meant to apply to the section they are in.)

  3. The two requirements under General do not relate to each other but are grouped together, while 8.5 is also a single provision, but is listed separately. Why?

  4. Generally - if a comment is in a numbered hierarchy-- it applies to that subsection and its siblings but not to nieces/nephews (e.g. 8.3.0 General and all other uses of General in EN 301 549)

  5. SIDE ISSUE: the Colour provision looks like a duplicate with color provisions elsewhere until you read it and see that it applies to Colour on hardware. (Rename it "Colour on Hardware" ? )

I suggest

  1. we move 8.1.3 and 8.1.4 to be individual provisions (like 8.5) since they do not group into any logical group. They could be 8.6 and 8.7

  2. We put "The "generic requirements" of clause 5 also apply to ICT that is hardware." under 8.1 and EITHER a) Rename it "Generic requirements" OR b) Leave the name of 8.1 as General

  3. rename the Colour provision

This section would then match all our other sections in organization and the use of General. We would then have

8. Hardware
8.1 General (with a note that applies to all of 8)
8.2 Hardware Products with Speech Output (2 provisions with speech out)
8.3 Stationary ICT (6 requirements and an 8.3.0 General for that section )
8.4 Mechanically Operated Parts (5 requirements)
8.5 Tactile indication of Speech Mode (a single requirement itself)
8.6 Standard Connections" (a single requirement itself)
8.7 Colour on Hardware (a single requirement itself)\

PS if we would like to name 8.1 as "Generic requirements" instead of General -- that is fine too.
