A number of normative and informative references are missing or need modification in v 4.1.1c

There are in v4.1.1c a number of references which either are not resolved, or not existing in the reference list or should be moved to the normative list. Many of them are referenced in clause 6.2.10 In 6.2.10 b) the following should be normative: T.140, RFC 4103 and RFC 9071. In the notes of 6.2.10, a number of informative references need to be created, and a few informative changed to normative because of that they appear in 6.2.10 b).
